[Feature for 1.1.0] Configurable countdown for /flood_start #10

It would be sooo nice if there was a countdown for the /flood_start command instead of just starting immediately.

Would be nice :)
Though, I'm not exactly sure when I will have the time to work on it again. But I will keep it in mind just in case :)
