must specify the deadline for further comments, which must be at least 28 days after publication, and should be longer for complex documents,

Given how close the Implementation Report is to "exit CR" goodness, a review period shorter than 3 months is in order. But also

The Team sends a new exclusion opportunity. It lasts 60 days

So I put 60 days.

It's not clear if there was any review of the substantive changes done since the FPWD wide review. The last review requests predate September 2023.

Given that the last /TR publication was in September 2023, I fear the substantive changes since then went completely under the radar.

It's also not clear if there was review from the external organizations listed in the charter.

There are zero new features in the changes list so it is a re-review of "the wording is a bit better now". I guess we can do that, if an additional 3-6 months delay is seen as valuable. We will also add the xternal organization review status to the wide review issue.

It would be good to give a chance to the external organizations for a review, or explain why those external organizations don't need to get the opportunity.
