Governor: Sui parameters

I want to open up a discussion for setting Governor parameters for Sui.
Sui mainnet launch is scheduled for May 3rd.

Guardians should agree on a default value for the

• maximum accumulative instant transaction notional value in 24h rolling window (dailyLimit)
• maximum instant transaction notional value (bigTransactionSize)

The objective is to

1. set these parameters high enough to support legitimate demand
2. set these parameters low enough to make L1 risk and smart contract risk reasonable

In the past, most new chains started with a configuration of $200k/$20k and were adjusted up depending on actual demand.

I am predicting significant demand for Sui from day one and would propose an initial configuration of $1M/$100k, same as the initial value selected for Aptos (which has since been increased to $5M/$500k).

Sui recently launched a bug bounty program on Immunefi.
There seems to be an external audit of Sui ongoing, but it seems like the audit report is not public yet.
The Wormhole contracts are undergoing an external audit by OtterSec.

With the relatively new Global Accountant feature, any security risk on Sui would be limited to Sui and wouldn't impact any other connected chains.
