Add Data-API alerts datasets (VIIRS, Integrated Deforestation alerts)

Depends on the parallel milestone (Monitoring). We should add VIIRS and Integrated Deforestation alerts using the data-API analysis tooling if simple to do so.

Reusing the tools/agents from the monitoring workflow in the alerting one would be great. We hope that this kind of cross-usage should be possible, making the whole system richer as we move forward.
