Break down our current cdk package deployment into stages:

Deploy l1.
Configure l1 (fund accounts and deploy cdk contracts).
Deploy trusted/central environment (dbs, node components and prover).
Deploy cdk/bridge infra (bridge, agglayer, dac).
Deploy permissionless node.
