Back to javax for SpringBoot compatibility

Backed out the jakarta package port as springboot is not yet compatible. Back to the javax packaging for JAXB processing.

First official release of NSI common library.

This is the first release of a library containing common NSI schema, generated jaxb classes, and supporting utility classes.
