mlpa specific release rules

  1. Create a new branch starting on the RIOT-release you want to use, as a name use the RIOT-release-tag and append -mlpa-<n>, replace <n> with an ascending number (starting from 0, e.g. 2019.10-mlpa-3).
  2. Rebase everything needed onto the RIOT-release you want to use and test it.
  3. Generate a release tag with the same name as your new branch (?).
