[Release] openbb-devtools-1.3.4: Bumps pytest-recorder Version

1. Why?:

   • A version update is required to accommodate urllib3==2.3.0, which requires a higher version of vcrpy.

2. What?:

   • The dependencies are handled by pytest-recorder, and a patched has been released to reflect the necessary changes.

3. Impact:

   • The current testing suite will fail when urllib3==2.3.0 because of a missing property in vcrpy
   • Removes the 3.10 limitation on the package because the appropriate markers have been set in pytest-recorder to allow the cassette splitting for Python 3.9
