Like the LaTeX language, roff is a text formatting language based on a markup system. Its lightness (makes texts very light), the fact that it is interpreted (unlike LaTeX which is compiled) make roff a very popular language in the UNIX world and its derivatives (*BSD, Linux, etc.). It is used in particular for formatting manual pages. It has its staunch followers (like Andrew Tanenbaum)
