Start of documentation of how to make an event action

Description

I am trying to add documentation so other developers will save some time when it comes to understanding how to add an action.

I have started to document how to add action (event action). I would like to add that to the documentation. I am not done yet (documenting while I am trying to figure this out), but I have the basics up (check gitter). Is it possible for me to add that to the github repo in a branch?
