A versão 21.08 do runtime org.kde.Platform foi descontinuada. Este commit atualiza-a para a 23.08 (que ainda usa Qt 5.15). Aproveitei para atualizar as restantes dependências. A biblioteca pcsc-lite passou a ter uma dependência opcional no polkit: adicionei a flag que a desliga para manter o comportamento anterior.

A versão 21.08 do runtime org.kde.Platform foi descontinuada: por enquanto ainda parece ser transferível (com avisos), mas assumo que deixe de estar disponível eventualmente.
Este PR atualiza-a para a 23.08 (que ainda usa Qt 5.15).
Aproveitei para atualizar as restantes dependências, que não pareceram ter alterações incompatíveis com as versões anteriores.
Mudaram apenas alguns defaults de compilação que reverti.
Funcionam pelo menos ver dados de um cartão e assinar documentos (via cartão).
