criu: Version 3.19 (Bronze Peacock)

Two major highlights of this release: * LoongArch64 support * A lot of fixes and improvments form the Google backlog. The full changelog can be found here: https://criu.org/Download/criu/3.19. This marks the final release of the 3.x series. The upcoming version will be 4.0! Additionally, the naming pattern will be changed. Any ideas are welcome.
