you will need to manually create the habitat packages: workstation-build, stable, workstation-LTS for this workflow to work properlly for now i will create them via the build, just once, then undo the commit Signed-off-by: Sean Simmons <[email protected]>

This is a first round of PR's that is addressing https://progresssoftware.atlassian.net/browse/CHEF-18267
Description
This needs to get merged to fix the workflow, add proper expeditor settings, and update the version.
A second PR will need added once the channels are created from a successfuly built hab build.
we are also creating a habitat build pipeline, and a habitat test pipeline. Moved the pipeline block up as well.
