python: updates to sdk to support range experiment #22

Problem: we need to update the python sdk to support range
Solution: update the protos and the config.

This also comments out a lot of verbosity (for now). I would like to have a more hardened logging approach that is tied to a command line flag / config parameter / envar or similar.
