feat: fetch superset base url with system settings #3181

In this PR I fetch keyEmbeddedDashboardsEnabled when I fetch the system settings and if true I also proceed to fetch the supersetBaseUrl. I'm doing so using a regular fetch and take into account that in production baseUrl could be .., which I think could be problematic for the fetch().
