City X is getting new email server with nice email stuff

Records (additions, deletions, changes etc):

* add to spf record: a:y.y.y.y
* remove: oldmx.city.hacklab.fi

When (when the change can be done):
The changes can be done next week / oh my god panic, the old server died we need this two hours ago
