Original gala release

Announcing the first ever release of gala!

Gala provides many agglomerative segmentation algorithms, including the eponymous graph-based active learning of agglomeration. (See Nunez-Iglesias et al, PLOS ONE, 2013.) It also includes supporting modules for morphology, IO, and evaluation.
