Yes, the storage provider can remove the `VolumeSnapshotDelta` sidecar

All new `VolumeSnapshotDelta` resources will be ignored. Subsequent CBT
requests to existing callback URLs will fail with HTTP 404.
Yes, the storage provider can uninstall the `cbt-aggapi` aggregated API server
and `cbt-http` sidecar container from their CSI drivers to disable CSI CBT. All
new `VolumeSnapshotDelta` resources will be ignored.

###### What happens if we reenable the feature if it was previously rolled back?

The `VolumeSnapshotDelta` controller will re-assess the status of all the
existing `VolumeSnapshotDelta` resources and provision callback URLs for those
that are not in the `url-ready` state. Users will be responsible for restarting
previously incomplete CBT requests to the callback listener.
Since the `VolumeSnapshotDelta` resources are not persisted, there will be no
unintended re-evaluation and re-execution of the CSI CBT logic, when CSI CBT is
re-enabled. Users will have to re-submit their CBT request.

###### Are there any tests for feature enablement/disablement?

Since this is an out-of-tree CSI component, Kubernetes feature gates are not
involved. Out-of-tree CSI test suites will be added to install and uninstall the
`VolumeSnapshotDelta` sidecar.
