R script to add C-Square identifiers based a WGS84 latitude and longitude

An R script derived from the C-Square function within vmstools (https://github.com/nielshintzen/vmstools/blob/master/vmstools/R/CSquare.r). Assigns a C-Square identifier to a CSV containing WGS84 latitude and longitude points.
