Describe the issue
There's no Arabic translations in CHT Core.

Describe the improvement you'd like
While CHT Core doesn't yet support RTL languages like Arabic, this ticket tracks adding a messages-ar.properties file per the docs

I took a shot at creating the messages-ar.properties file. I can't attach a .properties file in GitHub comments, so I uploaded it here.

Note for those looking to test this in a LTR setting:

  1. log into a CHT Core instance as medic user. Ensure it's running master (or 4.15 or later if it's shipped)
  2. Go to App management
  3. Click "Display" on the left side
  4. Click "Languages" at the top
  5. Click " عربي (Arabic)"
  6. Click "Enable" under " عربي (Arabic)"
