Added a Github action for automatically building wheels on different operating systems and python versions. The whl files are tested by installing the msmbuilder package from it are after building, and by pytest.
The whl files are saved to artifacts like in https://github.com/MingyiXue/msmbuilder2022-1/actions/runs/11241542993#artifacts, and available for download/upload to pypi.
