build(deps): bump tar, npm and semantic-release

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [npm](https://github.com/npm/cli) and [semantic-release](https://github.com/semantic-release/semantic-release). These dependencies need to be updated together.
