Name says it all really.
Adds a bit to check that PostgreSQL has come up fully. This is needed because it's now managed by Supervisord so we can't just wait for the service postgresql start command to complete.
Also adds support for test coverage so we don't have to keep maintaining separate manual workflows for that.
